Purpose
Turn power on or off to both the red and blue sides of LRIS

allpower <state>
Arguments
state = [on|off|cycle] Desired state for all blue side power outputs
Output
Actions are echoed to STDOUT
Exit values
0 = normal completion
1 = bad number or typeof arguments
Example
1) Turn on all LRIS power
allpower on
2) Turn off all LRIS power
allpower off
3) Cycle all LRIS power
allpower cycle
