Decoding NIRC Timing Patterns

Timing patterns for NIRC are specified by a series of number pairs. Each pair corresponds to an encoded set of commands for ten voltages, followed by the length, in "ticks," of that state. Each bit in the first number in a pair tells whether that voltage is high or low; the following table shows the voltages corresponding to each bit.
